Position Overview The Education and Workforce Development (EWD) Program Manager will participate in BioMADE’s Workforce Development efforts to build a pipeline of candidates with skills necessary to advance bioindustrial manufacturing. This position will provide support to the Chief Workforce Development Officer (CWDO) by aiding in the development of the initial structure of BioMADE’s EWD committee and subcommittees. The Program Manager will help shape project calls, review proposals, and ensure EWD projects are of the highest value to the BioMADE community. They will help also develop and deliver course content for BioMADE teaching and learning programs.
Job Duties: 60% Manage Portfolio of EWD Project Calls to Deliver Mission Critical Programming Lead the development of elements of BioMADE’s EWD Roadmap. Develop impactful project calls to advance workforce development for bioindustrial manufacturing. Execute proposal review, participate in project selection, and present for approval to BioMADE committees and management. Actively manage a portfolio of BioMADE EWD projects to monitor progress, ensuring deliverables and milestones are met and timelines stay on track. Actively seek opportunities to accelerate programs, for cross-program synergies, and manage early termination of programs when circumstances so warrant. Utilize subject-matter expertise to offer guidance and support project teams' need to modify the work plans as needed, seeking appropriate input and approvals in accordance with BioMADE procedures. Conduct status meetings with each assigned project team, monitor project performance, and develop relevant subject matter expertise to effectively drive innovation. Understand relevant intellectual property landscape and risks based on reports from project teams and assist in technology transfer activities from project teams to other relevant organizations. Review and approve technical and financial progress reports to ensure project risk mitigation and projects are progressing. Review and approve final technical reports and post-award impact reports to identify project achievements to be shared publicly. Review and approve project invoices to ensure scope of work and deliverables are met. Interface with BioMADE contracts personnel to ensure administrative and financial oversight of the projects are aligned with the technical progress.
20% EWD Project Call Communications and Reporting Communicate project status updates, in coordination with the BioMADE Leadership Team (specifically the CWDO), to ensure the successful execution of the projects. Interface routinely with relevant stakeholders to advance ethical, legal, societal and security aspects of EWD portfolios. Coordinate with the BioMADE Communications Team to share publications, presentations, and other Workforce Development findings with BioMADE membership and external stakeholders. Prepare project-related sections of the BioMADE annual plan, which details the EWD projects, including milestones and deliverables, undertaken by BioMADE members on an annual basis. Prepare reports and associated documents for BioMADE leadership, committees, DoD and other government sponsors, to communicate the status of the projects.
20% External Outreach and Engagement Develop and deliver course content for BioMADE teaching and learning programs Establish and maintain relationships with BioMADE industrial and academic members (including community colleges, workforce development programs, etc.) Solicit feedback from existing partners to ensure priorities align with industry needs Identify potential partnership opportunities and promote BioMADE Education and Workforce Development strategies and programs to establish new programs and relationships Represent BioMADE in the larger Manufacturing Innovation Institutes’ EWD community
Required Qualifications: Advanced degree or BA/BS Degree with at least 3 years of experience in education, workforce development, workforce planning, or related fields Demonstrated understanding of education and workforce development market trends and legislation Excellent communication and customer service skills with proven ability to engage diverse audiences Proven ability to identify, establish, and maintain relationships with external and internal stakeholders, including government, academia, and industry partners Ability to travel to partner sites, as required
Preferred Qualifications: Prior experience working within workforce development in biomanufacturing or similar industry Experience with project management
