Research - Laboratory/Non-Laboratory, Staff/Administrative
The Minnesota Center for Twin and Family Research (MCTFR) seeks to hire an “Administrative Director” (9341M1: Administrative Manager 1) responsible for supporting its faculty and staff. The position accounts to the MCTFR’s Principal Investigator Committee and is responsible for securing and coordinating the fiscal, human, IT, Departmental, College, University and external funding resources necessary to accomplish its mission, which is to understand the genetic and environmental influences on the development of substance abuse and related psychopathology. The position requires a detailed knowledge of research methodology employed in clinical psychological, behavior genetic, epidemiological and longitudinal research. The position is funded entirely on external funding, as is the entire MCTFR, so the position must sustain the competitiveness of the organization at a national level.
Job duties include but are not limited to: (1) Manage financial resources including grant proposal budgets, expenditure approvals, expenditure justification, & tracking spending; (2) Manage human resources including hiring, diversity, discipline, performance review, & effort allocation; (3) Provide IT services that support the collection, storage, organization, retrieval, analysis and publication of research data by make staff more efficient and effective; (4) Interact with external resources including NIH, SPA, SPR, HR, IRB, CLA & various departmental staff; and (5) monitor services provided by MCTFR business office. Leadership role includes: (1) Assist MCTFR Principal Investigators with shaping and accomplishing research goals, fiscal accountability and overall administration; (2) Monitor research progress from data collection to publication of findings; (3) Coordinate cross-committee activities with MCTFR Executive Committee; (4) Support data analysis staff to acquire the necessary information and knowledge to disseminate MCTFR findings; and (5) Address daily problems and facilitate community outreach so MCTFR Principal Investigators can focus on MCTFR research.
(25%) Manage financial resources:
Scope: 11 large NIH and foundation grants, 8 subawards budgets, which makes the MCTFR the largest center in Department of Psychology and College of Liberal Arts.
Create strategic fiscal planning for the MCTFR across multiple awards, projects and timelines. Accurately predict direct and administrative costs necessary to achieve specific aims articulated in grants.
Develop budget and budget justifications for new grant proposals, annual progress reports, no-cost extensions and carry-forward requests. Advise principal investigators about required resources and their costs. Model projected costs in Excel, EGMS and NIH Assist. Write supporting budget justifications that assure reasonableness consistent with Uniform Guidance cost principles. Budgets need to be cost conscience, but not under-resourced.
Approve expenditures, assign charges to appropriate accounts, control spending, allocate resources across multiple projects and distribute charges across projects according to benefit and consistent with Uniform Guidance cost principals of allowability and allocatability.
Monitor MCTFR accounts including grant balances, participant checking account spending, My Wallet credit card activity and miscellaneous account balances for special projects. Assure fiscal resource consumption is consistent with project timelines and recommend adjustments when needed to avoid over or under spending.
Draft grant proposal Facility and Other Resources sections, Human Subjects sections consistent with Research Plan, Planned Enrollment and Budget Justification. Assure internal validity of all sections of a grant proposal.
(25%) Manage Human Resources:
Scope: 50+ staff members (Faculty, Post-Docs, Graduate Students, Undergraduate Students, Civil Service, P&A, Labor-represented) and external collaborators
Plan human resourcing for multiple projects on multiple timelines. Mange and support HR functions across all MCTFR committees including hires, promotions, professional development, suspensions, discharges, work assignments, transfers, performance reviews, grievances and discipline. Predict immediate and long term staffing requirements, given grant beginning and ending, and frequent staff change.
Directly supervise 5 staff, who themselves supervise dozens of staff and students across multiple teams within the Center.
Prepare or modify all staff job descriptions for postings, reclassifications, etc. Maintain the MCTFR’s compensation plan.
Set performance and salary specifications within the MCTFR to assure internal and external equity.
Allocate staff effort across multiple projects to achieve project goals.
Train staff on a variety of topics including IRB, safety, University and Federal policies, IT infrastructure, research guidelines, personnel policies, HIPAA compliance, etc.
Develop staff and support their advancement onto graduate or professional school.
Support and enhance diversity within the MCTFR.
Approve all appointment and other MCTFR human resource letters.
(15%) Provide IT Services:
Scope: 30 desktops, and 7 servers
Oversee IT resources including: application development; file storage; remote desktop servers; database servers; data analysis servers; software and hardware purchases; and college, department and Zone helpdesk support. Direct IT service in support of the MCTFR mission. Create work efficiencies with IT for MCTFR staff charged with collecting, storing, organizing, retrieving, analyzing and publishing study data.
Protect MCTFR data, especially its Private Indentifying Information (PII). Understand research IT concepts like “safe harbor” and “de-identification.” Keep current with latest security practices and standards.
Serve as first line of tech support for all MCTFR paid staff, interns, student and external collaborators.
Serve as liaison with departmental, college, HST, and central IT staff.
Analyze requirements, set specifications , develop code, debug prototypes, launch and support applications research IT services for the MCTFR.
(10%) Communicate with University Units:
Scope: Interact with a wide variety of units including: SPA, IRB, Public Relations, Purchasing, HR, Employee Benefits, GCRC, CLA and Department
IRB: Understand Federal Human Subject Protection regulations and University IRB requirements to draft new protocols, continuing reviews, protocol modifications, and adverse event reports within the ETHOS system. Monitor and review progress, responses and final approvals. Write and modify consent forms.
SPA & SFR: Assure full compliance NIH NOA and University NOGA terms and conditions. Oversee the quality and completeness of grant applications, closure reports, carry-forward requests, and no-cost extension requests. Work with University signing authorities to answer funder questions and concerns.
University Relations: Provide outreach to “Mother of Twins” clubs, schools, students, media, study participants and others contacting the MCTFR via phone, email, social media, etc.
Purchasing & Contracts: Prepare and justify bids on high cost equipment. Prepare and monitor subaward contracts ($100,000+) of collaborator funding.
Serve as “Delegated Authority” for MCTFR Principal Investigators with the Department and College.
Serve as primary contact for University audits.
(20%) Lead MCTFR:
Scope: Direct, sustain and improve the MCTFR by understanding its values, strengths and weaknesses. Set high standards for this position and the organization to constantly improve by making sound and fair decisions.
Assist MCTFR Principal Investigators with shaping and accomplishing research goals, strategic direction, fiscal accountability and overall administration.
Assist all staff to develop and reach career goals. Lead by example based on our organizational values: “Talent, Training and Trust”, “Respect”, “Enthusiasm”, “Equity” and “Curiosity.”
Monitor research progress from data collection to publication of findings. Make all decisions (fiscal, HR, space, etc) based on data and facts, analyzed fairly and presented without bias.
Coordinate cross-committee activities with MCTFR Executive Committee and improve communication, openness and accountability within the MCTFR.
Handle daily problems and community outreach so MCTFR Principal Investigators can focus on MCTFR research rather than administration.
(5%) Support MCTFR Research:
Scope: Assist MCTFR Co-investigators, Post-Docs, Graduate Students and Students
Provide data retrieval help to a complex database built over 40 years.
Support data analysis software like SPSS, SAS, R, etc.
Support travel to conferences by MCTFR members.
Track publications and assure they are properly registered in PubMed.
Assist young investigators prepare K-Award, R21, and R01 proposals to NIH.
BA/BS with at least 6 years of experience
Administrative experience within an organization conducting human research
HR experience within an organization conducting human research
Fiscal management experience
Experience with external funding and grants management
Knowledge of “Human Research” resourcing, management, and regulations
Experience managing multiple “Human Research” projects on independent timelines
Prior administrative experience at the University of Minnesota
Proven commitment to service and support of a research organization’s mission and staff
